HAGÅTÑA, GUAM – The Guam Visitors Bureau (GVB), Guam Fire Department (GFD), Guam Police Department (GPD), Guam Hotel and Restaurant Association (GHRA), and Guam Homeland Security / Office of Civil Defense (GHS/OCD) are issuing the following Visitor Safety Guidance under Typhoon Condition of Readiness (COR) 1.
Effective Immediately, please:
1. Stay Indoors
For your safety, remain inside your hotel until COR 4 is declared.
● Remain in a concrete building, such as your hotel or designated shelter, preferably in an interior room, away from windows and glass
● Follow all instructions from hotel staff
2. Do NOT Go Outside
● Do not walk, drive, or leave your location
● Strong winds can launch debris and cause serious injury
● Flooding can happen quickly and without warning. As little as six inches of water can sweep a person off their feet.
3. Stay Out of the Water
● Stay away from all beaches, cliffs, and shoreline areas.
● No swimming, surfing, or sightseeing near the ocean.
● Water Rescue response times will be delayed:
○ Water rescue assets are NOT staged near coastal areas due to unsafe conditions.
○ First responders cannot safely deploy during peak storm conditions.
● Entering the water during COR 1 limits rescue capability.
● Dangerous sea conditions like high surf and strong rip currents are expected to last until at least Thursday.
4. Emergency Services
● Fire, ambulance, and police services are limited during the storm
● Help may be delayed until conditions are safe
5. Guam Fire Department Safety Reminders
● Use flashlights only – do not use candles
● Stay away from floodwater and downed power lines
● Prepare your medications and essential items
6. Power, Water & Communication
● Power outages are likely
● Mobile phone and internet service may be limited
● Charge your devices and use them only when needed

9. Follow Hotel
● Listen carefully to hotel staff
● Know your safe area inside the building (evacuation locations)
● Do not leave unless authorities say it is safe
