(Tumon, Guam) – The Guam Visitors Bureau (GVB) is pleased to announce the selection of Ina Carillo as the new Director of Destination Development. The directorship became available on December 27, 2025 following the retirement of former director Dina Rose Hernandez. Carillo officially accepted the position on January 21, following a rigorous and competitive selection process and will assume her duties on February 9, 2026.
The Director of Destination Development plays a critical role in shaping the future of Guam’s tourism product. Ms. Carillo will be responsible for overseeing strategic initiatives focused on enhancing the island's appeal, promoting the CHamoru culture, improving visitor experiences, and ensuring the sustainable growth of the tourism sector. This includes planning, development, implementation and coordination of destination development and cultural heritage programs and activities relating to tourism to ensure the sustainability of the Guam destination.
Competitive Selection Process
Ms. Carillo was selected from a strong field of candidates following an extensive search. The recruitment process attracted several applicants, all of whom brought a diverse range of experience and qualifications.
The multi-stage selection process involved:
Application Examinations: Review of application packets experience, education, and training to ensure the minimum qualification requirements were met.
Certification of Eligibility: The applicants examination rating results are listed in order of rank from highest to lowest, establishing the top 5 applicants eligible for an interview.
Panel Interviews: An oral interview process evaluating candidates' competencies in leadership, communication, and driving results in relation to the knowledge, skills, and abilities necessary to perform the essential functions of the position.
Final Recommendation: The interview panel submitted its top recommendation for final selection and approval from the President and CEO.
